Artículo primero. La Registraduría Nacional del Estado Civil tendrá un Secretario General, con las funciones que la Ley 89 de 1948 le señala al Secretario de la Oficina Nacional de Identificación, que desde ahora queda incorporada en aquélla, y con las demás que le corresponden en razón del funcionamiento del nuevo organismo nacional electoral. Este empleado recibirá una asignación mensual de mil seiscientos pesos ($ 1.600).
