En el caso de las actividades comerciales se otorgará la exención, siempre y cuando se refieran a bienes corporales muebles producidos en los municipios contemplados en los Decretos 195 y 223 de 1999, que se expendan al detal y su entrega física se produzca en la jurisdicción de los municipios.
