Art. 34. La dirección superior de estos Establecimientos estará a cargo de un Consejo formado por el Secretario de Instrucción Pública, y a falta de éste por el de Gobierno del respectivo Departamento, del Rector y de un Catedrático de cada Facultad. Los Rectores de estos Establecimientos departamentales serán nombrados por los respectivos Gobernadores, y los Profesores y demás empleados por los Consejos Directivos.
