Una vez que las Casas de Moneda de Medellín y Bogotá puedan funcionar con toda regularidad, la Junta de Conversión, con los fondos que maneja, deberá comprar a la par las barras de oro que se le ofrezcan en Bogotá y Medellín, según el certificado de ensaye respectivo, por moneda corriente, descontado el costo de la acuñación, y este oro será acuñado en las mencionadas Casas de Moneda por cuenta de la Junta de Conversión.
