El Ministerio de Hacienda y Crédito Público en coordinación con el Departamento Nacional de Planeación, prepararán el Plan Financiero. Este Plan deberá ajustarse con fundamento en sus ejecuciones anuales y someterse a consideración del Consejo Nacional de Política Económica y Social, CONPES, previo concepto del Consejo Superior de Política Fiscal.
