Criterios para la determinación de Unidad Especial de Desarrollo Fronterizo. Los municipios, corregimientos y áreas metropolitanas pertenecientes a un Departamento de frontera que pretendan ser declarados como Unidad Especial de Desarrollo Fronterizo deberán justificar los siguientes aspectos:

Requerir la facilitación de la integración con las comunidades fronterizas de los países vecinos, dirigida a:

Establecimiento de actividades productivas.

Intercambio de bienes y servicios.

Libre circulación de personas y vehículos.
