El Poder Ejecutivo distribuirá la suma antedicha, de diez mil pesos anuales entre los Departamentos, en justa proporción al interés que sus respectivos Gobiernos y los habitantes de ellos tomen para el fomento de la Sericicultura y a los trabajos que ya estén establecidos o se vayan estableciendo en su respectivo territorio.
