- TITULOS Y BONOS DE DEUDA PUBLICA. Las entidades territoriales podrán emitir títulos y bonos de deuda pública, con sujeción a las condiciones del mercado financiero e igualmente contratar crédito externo, todo de conformidad con la ley que regule la materia (Constitución Política, Art. 295).
