El empleado o funcionario público que omita el cumplimiento del deber que señale el artículo 45 de este Decreto, se hará responsable de una multa igual al doble del valor de las estampillas que haya debido exigir. Tanto la adhesión de las estampillas al documento respectivo como la anulación de ellas corresponderá al empleado o funcionario que imponga la multa, quien en la nota d anulación dejará constancia de los hechos que den motivo a ésta.
