El Procurador General de la Nación puede asimismo promover, por conducto del Fiscal respectivo, la anulación de las ordenanzas en los casos de la ley; pero siempre se decidirá el asunto en primera instancia por el Tribunal Superior del Distrito Judicial correspondiente.
