La suma a que se refiere el artículo anterior, se manejará y distribuirá entre los damnificados por una Junta compuesta por el Prefecto de la Provincia, el Juez del Circuito, el Presidente del Concejo, y dos ciudadanos honorables designados por el Gobernador del Departamento del Cauca. Esta Junta funcionará ad honórem, y designará un Tesorero remunerado que prestará fianza en la cuantía que le fije la Junta, debiendo rendir sus cuentas en la forma en que lo establezca la Contraloría General de la República.
