El Presupuesto de Rentas y Gastos que el Poder Ejecutivo debe presentar al Congreso en los primeros diez días de sus sesiones anuales, será presentado original, en forma de proyecto de ley, en la Cámara de Representantes, por conducto del Ministerio del Tesoro y distribuido al mismo tiempo, en cuadernos impreso, a todos los miembros de las Cámaras Legislativas.
