Los Establecimientos Públicos Nacionales no podrán contratar la adquisición de maquinaria o la realización de obras cuyo valor exceda las apropiaciones para la vigencia de 1980, sin la aprobación del Ministerio de Hacienda y Crédito Público, previo concepto favorable del Departamento Nacional de Planeación.
