° El Gobierno procederá a contratar, en las mejores condiciones posibles, de acuerdo con la naturaleza y condiciones del terreno, la apertura de un camino que parta de la nueva población que se va a fundar y que termine en la ribera occidental del Atrato, con el objeto de unir la costa del Pacífico con el interior de la Intendencia.
