Modifícase el artículo 43 del Decreto 1697 de 1994, el cual quedará así: Articulo 43 . Vigencia. El presente Decreto deroga todas las disposiciones que le sean contrarias y rige a partir de la fecha de su publicación, salvo los artículos 37, 38 y 39 del Capítulo IX del presente Decreto, cuya vigencia será a partir del 1º de febrero de 1995, para los casos del servicio de mensajería especializada.
