Créase la Academia de Historia del Norte de Santander con base en el actual Centro de Historia de dicho Departamento, constituído mediante Ordenanza número 42 de 1934 de la Asamblea Departamental, e inclúyanse en el Presupuesto Nacional, a partir de la vigencia de 1974, las partidas necesarias para atender a su funcionamiento y sostenimiento.
