Si hechos los estudios, planos y prospectos de las obras indicadas en el artículo 1°, hubiere alguna ley que comprenda esta clase de obras, el Gobierno procederá a realizarlas con apropiaciones presupuéstales. Caso contrario se procederá como lo indica la Ley 71 de 1946 .
