Autorízase al Gobierno para trasladar, dentro de los Presupuestos generales de Rentas y Gastos, los excesos ó defectos de los Presupuestos especiales de los Ministerios, con el fin de atender á las necesidades del servicio público; y para aplicar el exceso del producto de las Rentas ó ingresos presupuestos, á lo que estime más conveniente para el país, y en especial para la canalización del río Magdalena, lo cual hará por medio de decretos ejecutivos.
