°. Ambito de aplicación . El presente decreto se aplica a los municipios que a 31 de diciembre de 2002 contaban con menos de cien mil (100.000) habitantes, que soticiten la certificación en los términos del artículo 20 de la Ley 715 de 2001 y demuestren tener la capacidad técnica, administrativa y financiera para asumir la administración autónoma del servicio educativo.
