Artículo cuarto. El Jefe de la Sección bajo cuyas órdenes quedarán los empleados de que trata el artículo 29, mantendrá una vigilancia constante a fin de que las personas que ejecuten el trabajo lo cumplan en forma técnica y satisfactoria en todo sentido.
