La única entidad autorizada para la expedición de pasaportes es el Departamento de Control y Ordenación del Ministerio de Guerra, que procederá a hacerlo cuando le sea formulada la correspondiente solicitud por las Direcciones Generales del Ejército, Marina, Aviación o de los Servicios y autorizada por la Secretaria General del Ministerio.
