º . Modificar parcialmente el artículo 2º del Decreto 2659 del 29 de diciembre de 1998, en el sentido de ampliar el término allí previsto, para que los propietarios de los vehículos, que por mandato de la ley hayan cumplido su ciclo de vida útil y deban ser retirados del servicio público, puedan reponerlos hasta el 29 de diciembre del año 2000.
