Las bibliotecas públicas velarán por el desarrollo permanente de sus colecciones, acervos y dotaciones atendiendo a los criterios y políticas que establezca el Ministerio de Cultura con la asesoría del Comité Técnico de Bibliotecas Públicas y a los estudios que la misma biblioteca lleve a cabo, con el fin de satisfacer las necesidades e intereses de su comunidad.
