El Gobierno pagara a José Urbano Franco el importe que le adeude por causa del precio del arrendamiento de la casa llamada La Beneficencia , conforme al contrato celebrado entre dicho Franco y Teófilo Forero R., Prefecto de la Provincia del Socorro, y que aparece del documento d fecha 7 de agosto de 1903 y que fue aprobado por el Poder Ejecutivo el 19 de octubre del mismo año.
