El Artículo 13 del Decreto 3132 de 1968, quedará así: Los Gobiernos Nacional, Departamentales o Municipales, se comprometerán por medio de contratos con el Fondo Rotatorio de Rehabilitación, a apropiar anualmente, mediante inclusión en sus presupuestos, las sumas necesarias para cubrir los costos de los servicios de rehabilitación que dicho Fondo les proporcione.
