Artículo cuarto . La cuota sobre algodón e hilazas de algodón que se importen, deberá consignarse por los interesados en el Banco de la Republica, a la orden del Instituto de Fomento Algodonero, como requisito previo para la aprobación del respectivo registro de importación, consignación que se acreditará con el recibo expedido por dicho Instituto.
