Utilidad pública e interés social para la reforma agraria. En virtud de lo dispuesto en los artículos 1° y 31 de la Ley 160 de 1994 y lo consagrado en el artículo 2.14.6.1.1. de este decreto, las actividades del programa especial de dotación de tierras para la producción de alimentos en favor de personas campesinas son de utilidad pública e interés social.
