Si la Comisión de la Cámara de Representantes no hubiere devuelto el proyecto cuando se venza el término o la prórroga fijados, el Presidente de la Corporación exigirá a la Comisión que lo devuelva a más tardar al principiar la sesión siguiente; y si ella no lo hiciere así, el Presidente abrirá el segundo debate del proyecto sobre cualquier ejemplar impreso de los que hayan sido repartidos a los miembros del Congreso, sin perjuicio de considerar en cualquier tiempo, durante dicho debate, el informe y las modificaciones de la Comisión.
