° De acuerdo con el artículo 1° de la Ley 19 de 1921, la Junta será presidida por el Ministro de Obras Públicas, y actuará como Secretario de ella él Jefe de la Sección de Ferrocarriles del Ministerio. Cuando se recarguen las labores de la Secretaría, la Junta nombrará un Secretario Auxiliar, en forma semejante a lo hecho por la Directiva del Ferrocarril del Pacífico.
