La Ley puede erigir en Departamento la Intendencia Nacional del Putumayo, aún cuando no tenga el número de habitantes exigido por los artículos 59 y 6º de la Constitución Política, sin afectar el territorio de las entidades departamentales, intendenciales y comisariales limítrofes.
