Los fondos de matrícula de las Escuelas Normales Centrales de Institutores, e Institutoras, podrán destinarse para la adquisición de bombillos, útiles de escritorio y otros gastos indispensables para la buena marcha de dichos establecimientos, y para atender a los cuales no hay partida apropiada en el Presupuesto Nacional. Queda en estos términos modificado el artículo 12 del Decreto arriba citado.
