Articulo 1.° En las calles i plazas de la ciudad de Bogotá, no podrán tener lugar reuniones o concursos que, a juicio de la primera autoridad política, tengan o puedan tener el carácter de demostraciones políticas, a no ser que estén oficialmente autorizadas. En consecuencia, para verificarse cualquiera reunion, sea de la naturaleza que fuere, en los lugares citados, se necesita el permiso previo de la autoridad local.
