Crédito a las Entidades Territoriales. Para propiciar el saneamiento fiscal de las entidades territoriales, éstas podrán contratar créditos en condiciones blandas bien sea con las instituciones del sistema financiero mediante el sistema de redescuento de Findeter, o con Fonade como prestamista directo. Para tal fin, la respectiva operación requerirá la suscripción previa de un convenio de desempeño en las condiciones que señale el reglamento.
