Cuando las sesiones no hubieren podido abrirse a la hora señalada, cuando no haya habido sesión, o cuando antes del término señalado se haya suspendido o levantado por falta de quorum, el Presidente hará que la lista de Consejeros ausentes, sin legítima excusa, se consigne en el acta respectiva con expresión de lo ocurrido.
