Articulo séptimo. Establécese el "Consejo de la Orden" integrado por el señor Presidente de la República como miembro honorario, por el señor Ministro de Justicia quien podrá delegar en el Viceministro, por el Secretario General del Ministerio, por el Director General de Prisiones y por el Comandante del Cuerpo de Custodia y Vigilancia Carcelaria quien actuará como Secretario del Consejo. El Presidente de la República tendrá el título de "Gran Maestro de la orden"; el Ministro de Justicia el de "Gran Canciller"; el Director General de Prisiones el de "Canciller" y el Comandante de Vigilancia Carcelaria el de "Comendador". El "Gran Canciller" presidirá las sesiones cuando el "Gran Maestro" no pueda concurrir a ellas, con el encargo de Presidente del Consejo.
