Art. 1.° Para los efectos legales serán válidos los grados y títulos asi como los certificados de cursos conferidos por las Universidades oficiales de Antioquia, Bolívar y Cauca y el Colegio de Boyacá, siempre que correspondan á facultades establecidas en ellas de acuerdo con las disposiciones nacionales sobre la materia.
