Adiciónese el artículo 8o. de la Ley 44 de 1990 con el siguiente parágrafo:

“PARAGRAFO. Cuando se trate de predios rurales, el concepto del Consejo Nacional de Política Económica y Social CONPES, sobre el ajuste anual de los avalúos catastrales deberá estar antecedido por el concepto del Ministerio de Agricultura sobre la existencia de las circunstancias contempladas en el artículo 10 de la presente Ley, si ellas se presentasen”.
