El 15 por 100 de que trata el artículo 2º de la Ley 102 que se estudia, afecta de la misma manera que a la Tarifa de Aduanas, es decir, por terceras partes, al 2 por 100 para la conversión, al 5 por 100 para caminos y al 10 por 100 para el servicio de la deuda interna, según el artículo 2º de la Ley 116 de 1922.
