Cuando la autoridad que adelante el procedimiento administrativo sea el Superintendente de Servicios Públicos, el Director del Departamento Administrativo de la Presidencia de la República ejercerá, respecto de éste, aquellas funciones y facultades que en este capítulo se le confieren al Superintendente para garantizar la imparcialidad de los procedimientos que adelantan otras autoridades.
