Art. 4.° El poder ejecutivo, en vista del memorial i del correspondiente informe del presidente o gobernador, declarará si accede a la solicitud, i en caso de acceder a ella, espedirá la carta de naturaleza, conforme al modelo número 2.° de los anexos a este decreto, i la remitirá al peticionario por conducto de la respectiva presidencia 6 gobernación del estado.
