Art. 4.° El Poder Ejecutivo solicitará los informes que estime necesarios para cerciorarse de la buena inversión de los fondos do que trota esta lei; i quede autorizado para mandar suspender la entrega de fondos, en el caso que no sean debidamente gastados, hasta que obtenga suficientes seguridades de que el mal cesará.
