Tanto en el Presupuesto de la próxima vigencia, como en los subsiguientes se incluirán necesariamente las partidas indispensables para dar cumplimiento a las anteriores disposiciones, y el Gobierno queda autorizado para efectuar los traslados presupuestales que sean indispensables en orden a lograr que las obras proyectadas puedan inagurarse en la fecha cincuentenaria del Departamento del Valle del Cauca.
