En cada municipio quienes prestan el servicio público de aseo en la actividad complementaria de disposición final de residuos sólidos, están sujetos a las normas generales sobre la planeación urbana, las normas de circulación y tránsito, el uso del espacio público y la seguridad y tranquilidad ciudadanas, y las autoridades pueden exigirles garantías adecuadas a los riesgos que generen.
