En desarrollo del artículo 272 de la Constitución Nacional, las asambleas y concejos distritales y municipales deberán dotar a las contralorías de su jurisdicción de autonomía presupuestal, administrativa y contractual, de tal manera que les permita cumplir con sus funciones como entidades técnicas.
