La Nación procederá a constituir los pabellones o ampliaciones que para su mejor eficacia debe tener un instituto de esta naturaleza, dotándolos adecuadamente, de modo que pueda aumentarse su cupo y abrirse los nuevos estudios y cátedras que, pedagógica y penitenciariamente, sean convenientes.
