° La Empresa tiene por objeto el manejo, explotación y prestación al público, dentro del país y con el Exterior, de los servicios telefónicos, radiotelefónicos y radiotelegráficos del Estado, sobre bases estrictamente comerciales, buscando su perfeccionamiento, ampliación y modernización. Puede también tomar a su cargo y prestar otros servicios de comunicaciones cuando así lo acuerde con el Gobierno, con entidades oficiales o particulares.
