Los Consejos de Disciplina de las Penitenciarias, Cárceles de Distrito y Circuito Judicial, Casas de Menores y Colonias, se integrarán con las personas que determina el artículo 102 del Decreto 1405 de 1934; si no existieren alguna o algunas, podrán 'reemplazarse con las que forman los Consejos de Disciplina de las Cárceles Municipales, y si esto no fuere posible en su totalidad, se integrarán con empleados civiles y militares de los establecimientos de pena o del Poder Judicial o Administrativo, previa aprobación del Director General de Prisiones.
