º . El funcionario competente para autorizar las operaciones de crédito público de las entidades señaladas en el artículo 1º de este decreto, deberá comprobar previamente que ellas tienen capacidad de pago, mediante el concepto a que se refiere el artículo 42 del Decreto 2681 de 1993 o por medio de la calificación expedida según el Decreto 610 de 2002 y que tales requisitos han sido satisfechos siguiendo los criterios que establece el artículo 4º de este último.
