Art. 3.° En ninguna Oficina pública del ramo de Hacienda se admitirán solicitudes, denuncias, consultas ni reclamaciones verbales de ninguna especie. Todo deberá hacerse por escrito y en el papel correspondiente. Cuando las denuncias fueren relativos á mal manejo de empleados, se admitirán en papel común y así se les dará curso inmediatamente.
