La licencia de iniciación de labores para los institutos docentes de educación no formal no procederá, cuando su nombre, sus actividades, la forma de impartir la instrucción u otra causa, tiendan a confundirse con las funciones y objetivos que realicen los institutos de educación formal o de educación superior.
